The bill (Reg. No7248) envisages amendments to a number of Laws of Ukraine ("On Privatization of Small State-Owned Enterprises (small privatization)", "On Privatization of State Property", "On Lease of the State- and Public-Owned Property", "", "On Legal Basis for the Civil Defense" and other) in the part concerning the legal regime of the civil defense fund of defensive works.
In the course of the discussion, the Committee members stated they upheld the necessity to solve the problems of preserving the fund of civil works. Though, they are convinced the bill fails to solve the problem conceptually. Furthermore, the People´s Deputies stated that the suggested amendments contradict with the requirements of the Constitution of Ukraine, Civil Code of Ukraine, Laws "On Civil Defense of Ukraine" and "On Legal basis of the Civil Defense." The Committee deems "the suggested procedure may form the conditions for the corruption activity."
